故事发生的背景是现代城市. 据说灵感来自于 La Femme Nikita---其中的主角们都被迫为一个秘密的政府部门工作。

游戏里面有三个可选的主角，做的都是政府的秘密工作。现在知道的两个主角是：Boris, 俄国佬。Angel, 美女杀手。

Paradise City感觉上也更像是Grand Theft Auto里的城市。16章游戏会将你带到Paradise City的每个角落。游戏基本上是在杀掉敌对势力的老大-平息混乱-杀掉敌对势力的老大-平息混乱。。。中度过。你还要为建立产业，比如酒店拉，宾馆拉什么的。如果你和别的帮会开战了，你还可以躲到你的产业里去，同时，在酒吧里喝酒还可以恢复HP。

游戏比Grand Theft Auto系列做得好的地方就是夜晚！夜晚降临的时候，城市里的居民会开灯，而晚上的城市和白天的大不一样。
