初代《黑街圣徒》以其华丽的画面和与GTA相媲美的搞自由游戏系统获得了不少游戏玩家，就在THQ对外表示PS3版《黑街圣徒》取消开发的同时，也表示目前该系列的制作小组Volition将全力投入到本系列续作的开发中，并且全平台同时发售。从目前公布的情报来看，本作仍然是描写美国黑帮之间的为了争夺地盘而发生的斗争。游戏相比前作在画面表现上也进行了一定强化剧情发生的城市不变，不过经过了15[font=宋体]年，扩大了近[/font]45%[font=宋体]的城市不会给玩家旧地重游的感觉。[/font]
